Introduction of Rail Operations on the Swanson Dock Link Line.

Commencing 1900hrs Saturday 02/03/2024 the Swanson Dock Link Line will become available for rail traffic requiring to operate between the Appleton Dock Sidings and the Swanson Dock Sidings and the points will no longer be plated out of use.

The Swanson Dock link line consists of Points 5D located on the Appleton Dock lead, Points 5U located on the Swanson Dock Lead, and two gauge transfer points machines Points 5BU and 5BD.

All points are provided with Dual Control Point Machines which are operated in the hand operating position by the Swanson Dock Safeworker.

Points 5D are secured by a point clip when not in use, the point clip and the point machine hand throw lever are secured by independent padlocks held by the Swanson Dock Safeworker.

Gauge Transfer Point Machines Points 5BU and 5BD Hand Throw Point Levers are secured by an independent padlocks held by the Swanson Dock Safeworker.

Points 5U point machine hand throw lever are secured by an independent padlock held by the Swanson Dock Safeworker.

1. RAIL MOVEMENT ARRIVING AT APPLETON DOCK THEN PROCEEDING TO SWANSON DOCK
The Swanson Dock Safeworker and a trained TFPC3 will be on duty for the train’s arrival.

The Swanson Dock Safeworker must:
- Establish the gauge of the rail movement from the Network Controller, and
- Set the gauge transfer for the correct gauge.

The TFPC3 must:
- Cross check that the gauge transfer is correctly set for the gauge of the rail movement.

Once the train has arrived clear onto No. 5 track at Appleton Dock, the Swanson Dock Safeworker must:
- Confirm with the Driver of the rail movement if Patrick have been advised and that the gate leading into Patrick Siding has been opened, and
- When confirmed that Patrick had been advised and the gate is open, advise the TFPC put protection in place.

The TFPC must:
- Seek a Track Warrant between on the Appleton Dock lead from point clear of Points No. 21 , and signal APD20.

Provided there are no planned rail movements, the ARTC Network Controller must:
- Set points 21 for No. 1 Track (reverse) and apply a blocking command,
- Apply a blocking command No. 3 points release, and
- Issue the Track Warrant to the TFPC.

Upon receiving the Track Warrant, the TFPC must
- Arrange for a Hand Signaller to stand at Points 3D displaying a red hand signal,
- Apply Stop Boards at on the Appleton Dock lead from point clear of Points No. 21 and signal APD20,
- Advise the Swanson Dock Safeworker when this has been completed, and
- Remain in position at the Stop Boards.

Provided the Stop Boards are in place, the Swanson Dock Safeworker must:
- Set Points 5D and 5U reverse,
- Attend Intermodal Way Level Crossing and confirm that the gate is open,
- Set Points 55 for the required track the rail movement is to enter,
- Arrange for Traffic Management to display Stop at the Intermodal Way Level Crossing and confirm that this is in place,
- Advise the Driver that all protection is in place and the rail movement may set back, and
- Request the TFPC to advise the Hand Signaller to lower the Red Hand Signal.

When setting back, a qualified worker must precede the rail movement along the Swanson Dock Link Line and into the Patrick Siding.

Upon the rail movement clearing points 5D, the Swanson Dock Safeworker must:
- Restore points 5D to normal and apply and lock the point clip on the points, and
- Advise the TFPC when this has been completed;

The TFPC may:
- Remove the STOP boards and remove the Hand Signal, and
- Cancel the Track Warrant.

The rail movement will push 600m into one track at Patrick, then pull forward and place the remaining portion of the consist into the alternative track, and then the locomotive will detach and depart via the Swanson Dock Link Line.

During this period the Road Traffic Management must remain in a position.

Open completion of all rail movements the Swanson Dock Safeworker must:
- Advise road traffic management to stand down,
- Set all points to their correct position, and
- Advise Network Control the times of the rail movement.

2. RAIL MOVEMENT PROCEEDING FROM SWANSON DOCK TO APPLETON DOCK
The Swanson Dock Safeworker must:
- Establish the gauge of the rail movement from the Network Controller, and
- Set the gauge transfer for the correct gauge.

The TFPC3 must:
- Cross check that the gauge transfer is correctly set for the gauge of the rail movement,
- Confirm with the Driver of the rail movement if Patrick have been advised and that the gate leading into Patrick Siding has been opened, and
- When confirmed that Patrick have been advised and the gate is open, advise the TFPC put protection in place;

The TFPC must:
- Seek a Track Warrant between on the Appleton Dock lead from point clear of Points No. 21 , and signal APD20.

- Set Points 5D and 5U reverse,
- Attend Intermodal Way Level Crossing and confirm that the gate is open,
- Set Points 55 for the required track,
- Arrange for Traffic Management to display Stop at the Intermodal Way Level Crossing and confirm that this is in place, and
- Advise the Driver that all protection is in place and the rail movement may pass the respective stop board.

Upon the rail movement clearing points 5D, the Swanson Dock Safeworker must:
- Request the TFPC to remove the Hand Signaller at Points 3D, and
- Restore points 5D to normal and apply and lock the point clip on the points and advise the TFPC when this has been completed.

The TFPC may;
- Remove the STOP boards and cancel the Track Warrant.

Open completion of all rail movements the Swanson Dock Safeworker must:
- Advise road traffic management to stand down,
- Set all points to their correct position, and
- Advise Network Control the times of the rail movement.

3. WESTGATE TUNNEL PROJECT TRACK WARRANT
In the event that the Westgate Tunnel Project TFPC is holding a Track Warrant on the Appleton Dock Lead and ABA lead, there will be no requirement to cancel the track warrant for the train operation.

The TFPC allocated for the train operation must remain with the Westgate Tunnel Project TFPC and ensure the Track Warrant is not cancelled until points 5D have been restored to normal and the hand throw lever has been locked with eh independent padlock, and the point clip has been applied to the points and locked with the independent padlock.

4. NOTICE OF REQUIREMENT TO USE THE SWANSON DOCK LINK LINE
Rail operators requiring to use the Swanson Dock Link Line must provide 7 days’ notice to Rail Operations and Safeworking as detailed in the Port of Melbourne Operating procedures to ensure a Safeworker is on duty for the train operations.
